Abstract

The shift of public service governance toward digital services requires community-level intermediaries who can accurately explain procedures, requirements, and service channels to residents. This community service program aimed to improve the competence of Dasawisma cadres of the Family Welfare Movement (PKK) in RT 008 RW 011, Petukangan Utara, South Jakarta, in delivering public service information to residents. The program used participatory training delivered in a courteous communication style, comprising interactive lectures, open discussion with cadres and residents, service case studies, simulations of assisting residents, and joint reflection. The training covered the map of public services at the urban-village level, procedures and requirements for civil registration, health, and social assistance services, the use of digital service and complaint channels, techniques for explaining service information clearly, and the ethics of protecting residents' personal data. Evaluation was conducted qualitatively through participant observation, reflective questioning, and assessment of assistance simulations. Cadres and residents actively engaged in discussion, and cadres were able to explain service procedures sequentially, point residents to the correct official channels, and direct them to complaint channels when services did not run properly. The program shows that Dasawisma cadres can be strengthened as trusted bridges of public service information while helping to reduce residents' administrative burden in accessing services
